If my phone has dial tone does that mean it is working?

No, SIP phones can have dial tone but not be registered with the PBX. The best way to make sure a SIP phone is working is by calling into it. In many cases simply removing power and re-connecting (power cycle) will fix registration issues. Calling out also can help as that will force a registration with the PBX server.
